This seems to be a glitch/pervasive issue as I've experienced it for some time now. I'll use one example as a case study.
For example, I placed an order from China on Nov 30, 2020 with an estimated delivery range of "Fri, Jan 8, 2021 - Tue, Mar 9, 2021" (most overseas sellers don't use package tracking). I waited until March 10 to see if it would arrive since ebay doesn't let you open an "item not received" case until the delivery window has passed.
But ebay's "Report an item you didn't receive" page doesn't show this item or other items (presumably because they are old orders but keep in mind ebay doesn't let you open a case until the delivery window has passed):

Does anyone know what this issue is or how to get ebay to fix the glitch? Thanks in advance.

The "glitch" is that after 60-days eBay purges some of its records. So when one buys anything with an estimated delivery date that is longer than 60-days, the run the risk of never getting the item and having no protection by the MBG. Took me a while and a few losses to figure this one out, now I just pay an extra buck or two and buy USA.
File a charge back with your credit card company, if you used one to pay.

Not really. I mean there is a weekly chat with eBay employees every Wed afternoon. Perhaps one could report it there?

1 PM PACIFIC Time, for an hour. But that data purge stuff is standard eBay policy. But hey, only cost some time to ask.
I think the easier "fix" is to reconsider buying stuff from China. after a few losses from transactions like this I decided it was easier to spend a few extra bucks and make sure I get my item timely and support sellers in the USA. Plus under an international treaty, Chinese sellers get reduced rates for the USA portion of shipping and that just costs you and me higher rates when we want to send a card or package through the USPS.
