I had returned the item not as described to the seller today for full refund, but Ebay does not provide me the way to post the tracking number for the returned item? Ebay makes it looks like I did not return the item? The seller provided me the tracking return label and the USPS did scan the label infront of me and gave me the receipt. 4201155993020201302005230
Do you have any idea or input?

Exactly what and how did they provide it?
how did you get it, what did they do. There are several ways to get a return label. be specific, step by step "I opened my email and the message said... so then I ..." or what ever.

I printed out the label on eBay that provided by the seller and packed the item and used the label to ship the not as described item back to the seller for full refund. I did the same way for returned item to another seller and got full refund and eBay did allowed me to post the tracking number of the returned item last time on another seller, but not this seller at this time? Please help, thank you.

The tracking number is already recorded with eBay. You don't need to do anything.

Here are the correct information from the USPS by using the correct tracking number on the label that provided by the seller; however, eBay still not picked it up from the scan label by the USPS.

Patience!! Ebay is not on real time with tracking from any carrier. They run an update a couple times a day.
It appears that the seller released the shipping label to you on the 22nd, but you didn't ship it back until the 26th [today]. You just need to give it a little more time for Ebay to catch up. It will be fine tomorrow or the next day at the latest.
By the way, the tracking number in your original post was significantly different from the one in your more current post. I used the number in your more current post to look at the tracking in USPS.

You applied at eBay for a refund and either one of two things happened:
1. eBay automatically issued you a label to download and print off your computer.
2. eBay said we will get back to you after we contact the seller.
Ebay got back to you and said that the seller would issue a refund.
EBay issued you a label to download and print off your computer.
The seller did not technically issue the label, eBay did, that was what I wanted to make clear.
As soon as you clicked to print the label, the tracking number is recorded at eBay. I believe there is an annoying link to the effect of "enter the return tracking number" or some such, and you are unable to enter that number -which is why you are confused. It's a glitch, if you download the label from eBay, it's automatically in the system and you can't 're-enter' that number or a new one. But the option to enter the number is still made available, if useless.
USPS Tracking shows that the USPS has your item in possession as of November 26, 2018, 10:34 am . It has yet to be delivered to the seller.
Once the tracking shows that the package arrives at the sellers destination, the seller has up to 4 days to issue a return. You can go to the resolution center at that time, (there will be a link to your case in the emails ebay sends in their messages keep email messages) or go to the resolution center through the link at the bottom of your MY EBAY page. 4 days after the seller's receipt of the package, you can click to contact eBay to 'force' your refund if you haven't been given notice that it is issued, or you can call an eBay rep at that time.

See my post just before yours. The buyer was just impatient. They didn't allow Ebay any time to be updated. I think they thought Ebay tracking info was on real time. And it is not.

Typically when some says Ebay issued a label, it is Ebay issuing it and not at the seller's request. If the seller issues the label they do may or may not use Ebay to do that. But it is still the seller issuing the label in how we call them or discuss them on threads.
Ebay does NOT automatically issue a label on all returns. Some they do and some they don't. There are variables to when they do and when they don't.
If the seller approved the return or if Ebay deemed this request for return eligible for an auto return, then it is the seller that is paying for the return shipping, but yes, Ebay issues the label and charges the seller.

Sorry if I didn't seem clear. I tried to indicate that there were two (basic/first) outcomes suggested by the OP.
1. automatic return.
2. ebay contacts the seller and the seller approves a return.
There may be other variables, but they didn't seem to relate to the OP, who I hoped would indicate first if I was wrong or not, before I detailed the miriade of eBay variables, is all.

I'm unsure why any of that is important as it doesn't play into the OPs problem. They were simply impatient and was not allowing Ebay enough time to update the system and show that the shipping label was used. See Post #8 on this thread.
