They have been adding blocks for those countries that are not accepting mail right now although I don't recall seeing some of those European countries on the list before and I haven't yet found a list elsewhere saying that they are not shipping to Austria, France etc.
This is a recent list that I found although there must be one on the USPS site as well...

The U.S. Postal Service will no longer accept shipments to the following countries; Bolivia, Botswana, Burundi, Cayman Islands, Chad, Cuba, Curaçao, Democratic Republic of the Congo, Ecuador, French Polynesia, Guinea Bissau, Guyana, Honduras, Fiji, India, Kenya, Kuwait, Kiribati, Lesotho, Libya, Madagascar, Malawi, Maldives, Mauritius, Mongolia, Nepal, New Caledonia, New Guinea, Panama, Peru, Republic of Congo, Rwanda, Samoa, Saudi Arabia, South Africa, Sri Lanka, United Arab Emirates (UAE), Zambia and Zimbabwe.
