I'm having trouble enabling international shipping. I have enrolled in Ebay International shipping. The item I'm selling weighs less than a pound. The package dimension are less than 6" max. I have check to make sure the items are not restricted. I have not excluded any countries. After I list the item the only country that shows up in the "Delivery to" option is The United States. I have used this option a few years ago and it work fine, so I know than I'm eligible. I can't get it to work now.

When you are enrolled in eIS all of your compliant listings will reflect it automatically.
If you are sure you are enrolled you will see in your shipping preferences enrolled status as shown below. If you don't see it you are not enrolled.
You would need to meet eligibility requirements for eIS as shown below

What's the item number @cornelismm ?
I don't see anything listed for sale on this account and you won't see eBay International Shipping (eIS) until after the item is active. It's not something you can select on the listing form.

I scheduled the listing for later to give me time to fix the problem.

eIS won't be added until after the listing is live, assuming the item is eligible. Sometimes it will appear right away and other times it can take up to 24 hours as the listing undergoes review.
Come back with the item number after the listing is live and we can take a look.

It says that I'm eligible if I'm "above standard seller" but also says I need to be "eligible for seller protections." When I looked that up I found that Ebay say that I must be a top rated seller in order to be eligible for seller protections. I'm not a top rated seller. It would save a lot confusion if ebay would just say that ebay International shipping is only available for top rated sellers.

That's not how it works.
First of all, seller protections are available to all sellers for certain things. Then there are higher tiers of seller protections exclusive to sellers that offer free returns, and another set of protections exclusive to Top Rated Sellers that meet certain other criteria. Re-read that first sentence: seller protections are available to all sellers, depending on the situation.
Second of all, if your account is eligible for eIS, you will be automatically opted in and you'll see it on your shipping preferences page linked above by ebooksdiva.
Did you check that page to see if you are opted in? If you don't see eIS eligibility on that page, then your account has not met the criteria.
Note the criteria on the help page are vague / partial criteria. There is more that goes into it behind the scenes including factors like sales volume, for one.
Bottom line: if your account is eligible and opted in then eIS will be automatically applied when you list your item for sale. If your account is not eligible then you have to wait until you meet eBay's criteria and receive a message from them saying you're being opted in. Nothing you can do to quicken that process.

I've got a few listings and enrolled in EIS and it's not showing on my listings.
On the Shipping Preferences page, it shows I excluded 226 International locations.
Click Edit and it tells me since I use Business Policies, go there and view the excluded locations.
I have 2 shipping policies and both show no excluded locations.
