I've been a seller on eBay for 24 years. Lately I noticed I wasn't getting many orders. Today I receved an order for two items and the buyer was charged $9.60 instead of combined at $4.50. I refunded the buyer and called ebay. I was told by a man from India that it was correct and ebay will only combine shipping if the buyer orders 2 or more items from the same listing. WHAT? I argued the fact and he basically said if I wanted to charge them less shipping I could give them a refund!
Is this a HUGE screw up or is it really happening?
Ebay has done some stupid things over the years, but this takes the cake! I now sell 20 times the number of items on Etsy as I do on eBay. No one in their right mind would pay $4.80 per item in shipping!

I have experienced the same thing...buyers paying for everything individually and losing out on a huge shipping discount - they add up really fast.
Makes you scratch your head doesn't it?
BTW: None of them ever complained about the shipping charges either. 😁

If I buy multiple items on Ebay, even the same seller, I make multiple orders.
I find it's easier to deal with one item if there's a problem, then 3 or 4 items on an order.

As a buyer, combined shipping worked perfectly fine a week ago. I just added different items into my cart, and when I was ready to pay, ebay combined the items for me.
Have read that people have trouble combining items on the app. I don't use the app, so cannot confirm that.

But when we click the refund button and select "shipping discount" and we subtract the over charge are we being credited back the fee% ?...hmmm...
We do allot of combining in the vid games and dvd/Blu-ray because its a big cost saver with shipping supplies..now I gotta keep tabs on that...weeeee

It’s not true that shipping is combined only for same listing items. Is it possible that one of the listings purchased isn’t associated with your combined shipping rules?

They all have the same rule. I even tried changing the rule. It still tacks on a shipping charge for each and every item.

Yes and she wanted 4 items, but only bought 2 because of the rediculous shipping. I apologized and told her to buy what she wanted and I would refund the shipping.
This all started a week or so ago.

If you have been here for 24 years, something tells me the reason you "called eBay" had nothing to do with the combined shipping issue since you know the score, you just refund the difference, and you move on. It must be something else in sentence #2. Call Jerome Powell because he wants to break the economy.

In 24 years, you weren't aware that calling ebay's outsourced CS isn't going to get you accurate information?

I put a few of your items on my cart using my Canadian address and the shipping was discounted. But when I did the same using a US address there was no discount so for some reason the shipping rule is only applying to international sales.
Also, if you look at the shipping/payment tab on your listings as a domestic buyer, there is no mention of a shipping discount but there is when I look at it as an international buyer. That also suggests that on your listing form the rule is currently applied to international only.
The good news is that you should be able to add the combined rule back to your items in bulk edit. In bulk edit click on domestic shipping, then check off ‘change to’. Under that click on the arrow to change the combined shipping rule and you will see the option to add your rule to those listings.

If you demand instant payment , you can 't combine. That would explain the buyer buying 2 items and paying for the 2 separately. You then refund part or all of the 2nd shipping charge.

That’s not quite true,
If a seller is using ipr a buyer cannot request a total from the cart. But sellers can set up combined shipping rules so that the shipping automatically combines in the cart with or without ipr. The seller does have their combined shipping rules set up but they aren’t working properly right now.
