EBay Return Shipping Label option is not on the screen

I am trying to buy a return shipping label on ebay.  The instructions say:  " To get to the return request form go to your Returns dashboard and select View return details."  When I get to the return details page,  I can't find the option to buy a return label.  Where is this option on the screen???

Have you filed a Returns Request?  Once you do that, from your Purchase History, depending on the reason for the return, determines who pays for return shipping.  That is when the option to print a return shipping label will appear.  Once you print it out, you have 5 days to get the package to the carrier.

Buyer and seller here.  I went through eBay to return an item.  When I clicked on "print return label"  the system kept looping me back to the previous screen.  Ended up taking the item to the USPS and entering the tracking number myself.

These things are likely also happening to our buyers, who might not have the wherewithal to figure out what to do.
