Does FedEx and eBay shipping ($14.95) calculated included or excluded when calculating seller fee?

With the new shipping system, I’m not sure how the seller fee and shipping fee works. 

Does FedEx and eBay shipping ($14.95) calculated included or excluded when calculating seller fee? Thanks

For the new $14.95 shipping for authenticated sneakers, FVF and ad fees are not applied on the shipping.

The new $14.95 flat rate shipping fee (above) for buyers will not be subject to final value fees or Ad fees. The total amount of the sale for Authenticated items includes the item price, sales tax, and other applicable fees.
