Do ebay provided shipping labels automatically deduct the difference in shipping cost?

Say the package cost 3.85 to ship and the shipping cost for the buyer is 4.00

Does it refund automatically or do I have to go through and do it manually?

I just got a label printer and scale

and since I'm going to be able to save a lot of shipping money with the scale and printer does this save the buyer money automatically too?

You get a discount on some labels when you buy them through Ebay.

That extra $0.15 helps pay the FVF on the shipping, boxes and labels.
