Do I get penalized if I cancel a sale due to an issue with the address provided by the buyer?

eBay would not allow me tp purchase a shipping label unless the address provided be buyer was fixed.

I contacted the buyer and received a different address entirely. eBay clearly stated to me that there would be no seller protection if the address was altered. 

I had to cancel the sale and inform the buyer that they would need to re-purchase and input a proper and complete address recognized by eBay.

You can cancel a sale using "Problem with buyers address" and no repercussion to you. Same as if you use "Buyer requested cancelation" Although, with the last one, I prefer buyer to initiate, not me, but in a pinch, it works too.
