I payed and got the item. It does not work. I opened dispute. The result of the communication with seller: I do not send the broken item back, seller would send me new one. But seller asked to close dispute. Communication was friendly and I have closed the dispute. Seller do not answer any more. I asked ebay to help me. Ebay told that decision to send me new item was right and no any activity.
Result: I have broken item, lost money and a lot of time.
Is there any way to resolve this problem?

Sorry, once you closed the case, nothing else you can do on Ebay.
If you paid with Pay Pal, you can file a claim with them or your credit card.

Yes, next time use the protections that ebay gives you. Read up on them so this doesn't happen again.

Once you closed that dispute, Ebay assumes that you and the seller have worked things out and you are satisfied. You cannot re-open the case.
You can file with Paypal, or if you paid directly with a credit/debit card you can file a case with them.
Your seller LIED. I'm sorry about that. On Ebay you are dealing with human beings, some of whom are dishonest. 😞

Sadly, sounds like you were 'played' by an 'international' seller. It's a game, get customer to wait past the 30 days, and buyer can't do anything. Paypal can't either with their 180 day policy, because the item shows 'shipped & delivered'.

yes but it maybe situation that one day later new item break one more time and in that case I can not do anything. It looks like i do not have any right.

If you follow procedure it is nearly impossible for a buyer to be out even a penny on ebay.
