Can someone please give me step by step instructions on how the seller can buy and send a return label to buyer?

Are you the buyer or the seller? Why are you returning it?
If it is for a legitimate reason such as defective or damaged, then you file a return request through eBay. The buyer accepts the return and instructs eBay to send you a prepaid label.
Find the sale on your Purchase History page. To the right will be a link "return this item". Click that and follow the prompts.
In those cases the seller is pretty much required to accept the return. eBay then send you the label which you print and use.
BUT if you are returning it because you simply changed your mind or (what every seller hates) "found a better price elsewhere" then it depends on the seller. Some seller do not accept remorse returns. In which case they are NOT required to accept the return or send you a label.
Without knowing the reason for the return that is the best we can tell you.
If you are the seller then tell the buyer to follow the above instructions.

I am the seller and the buyer said they are having issues with it. I accepted the return, but can't find how to buy and send a label. I looked on this site and could not find a good answer. Any advice please.

You should have received an email from eBay "A buyer wants to return an item" In that email is a ink "see return details". That will open the request. On the left it will say "see details". Click that. That will open a new window with a list of options. One will be (and I'm sure these are the exacting wordings but they are close enough you should be able to see what I am talking about)
"Accept return and send a return label". Select that and eBay will automatically send a return label for you. Once you click that you do not need to do anything more.
IF
You can not find that email from eBay then go to your seller hub page and click on "open returns". That will also bring up the return request and the instructions are the same from there.
IF
The buyer simply sent you an email asking to return it then he has done it wrong.
Tell him to find the purchase on his "purchase history" page. To the right on that line will be a link "return this item". Tell him to click that and follow the prompts. At that point the events described above will happen.

I did Accept return and thought I send a return label days ago, but don't see it. I wanted to send my label for extra insurance and so they don't have to get a special usps box.
Is there a place to see if you sent a label. I have done this before but not working now. Why doesn't ebay have a help line? even with covid most places work from home.

Open the return case and click on details. On the page that opens, if you sent it through eBay, there will be a note that you sent a label and they (eBay) is just waiting for them to send it. Once they send it and it gets scanned then the tracking information will show up on this same page. They do NOT have to use any kind of special USPS box. Any box will do.

Include a pre-printed return label with your customer’s shipment. You pay for the return shipping costs, only if your customer uses the label. Order pre-printed return labels from us or print your own return labels using EST 2.0 our online shipping tool. Only available to commercial customers

There is no label there and no way to buy and send one. Is there a way to contact ebay?

I have only had to do this a couple of times. In the past the seller has to purchase the label and save it. It would save as a pdf so the seller had to convert it to a jpeg so the label could be uploaded to eBay messages. Then send the buyer a message with the label. I believe now if a buyer requests a formal return there is a option for the seller to send the buyer a label that would come out of the sellers account. There may also be a option to ask eBay for a label while waiting on the seller to approve the return but this may depend on the sellers return preferences.
