Hello guys,
I bought a wrist watch over few months ago.This watch was with a camera but didn't a smart watch.Then I Received it.However the camera was broken and I received only a normal watch.I paid 15$ for it.then I received a broken watch and I can buy that kind of normal watch(without camera) in our market for 3$.Then I ask the saller for a help and he ask me a replacement without returning broken watch.then I agreed with him and waited about 6 weeks.but I didn't received it.and then I ask his help again.then he ask me to refund half.but I didn't agree with him and he didn't reply me.then I file a case and afterthat he replyed me and agree to refund 80%.then ask me to close the case to send refund.after I closed the case and He replyed my two messages and stopped responcing me again.Then I tried to file a case and I failed.Now I can't contact ebay either.So please help me to solve this problem.

Go direct to paypal.
Find the transcation in history and click on tab "have a problem etc"
If you dont see that tab ,chosse tab switch to old account view.
If it doesnt work,dont look for ather solutions,phone call paypal.

You DID receive the item even though it wasn't as described. And it looks like you waited past ebay's 30 days after actual receipt to try to open a case.
So, now, if you paid with PayPal open an item not as described case with them. You will most likely be asked to return it on your own dime. If you paid with a credit card, start a chargeback by calling the number on the back of the card.
