Hello, I have bought mobile, seller provided that mobile is damaged and he don't knows condition, but he did mention in details that this mobile was carrier unlocked, so I have send money, risked to fix the problem spent to technician and got fix it but late after when I arrived at home put my sim card and it said it is carrier locked. I requested refund but problem is that I'm international buyer from Georgia, Tbilisi, and I can't send back mobile, seller didn't answer to fix this problem with carrier company to remove sim lock, plus I spent the same amount of money to got fix mobile technically, what can I do can you please help me? I send photos screenshot to seller with IMEI and simlock that it is truly locked and I don't lie and he didn't respond, Ebay itself asking to send back mobile and after that will start refund procedure.

The seller probably can not remove the carrier lock. The only one that can do that is the original owner.
Next question is, how long ago did you purchase the phone? If it is over 30 days, eBay won't help you. You'll have to go to your payment source, PayPal or credit card issuer, to file a claim, however, since you had the phone repaired you'll still lose whatever you paid to do that.
One other option is to call the carrier and find out whether or not you could active the phone on their network. But if you bought the phone from a US seller, that's probably not an option.

Once you had it fixed, you voided any coverage you would have had under the money back guarantee
