Hello I am reaching out to you because one of the items that I sold on eBay has been Having issues with deliveries and the customer wants to return the item but I do not want to issue the refund because this is not my fault. If you could please give me a call back. So that I can further discuss the issue.

You posted this on a forum; this is not 'ebay' and they seldom see these. But..know that you are responsible for the successful delivery of an item. If it is lost and not delivered by the date shown, you will need to refund the buyer or ebay will do it for you and 'ding' you for doing it.

Unfortunately, although shipping delays are not your fault, they are an extension of the selling process therefore they ARE your responsibility. IF the buyer files an item not received case and the item is past the estimated delivery date you will have to issue a refund.
Sounds like the item has not been received in which case the buyer would not be requesting a return as stated in your post since they do not have the item.
