i bought an item on Ebay
the item was paid through Paypal and the seller shipped it. For a reason or other, the item was never delivered to my place and it was returned to supplier. In their emails they agreed to refund except today i got an email that the MANAGER rejected the refund and said to buy another item and i get 10% discount, then one hour later it became 15% discount.

I heard that it is now painful to buy on Ebay and this secured payment thing by Ebay, they just turn you round and round you cannot even access to an application to have your refund. I think i am done here with Ebay and this seller... not recommended!

What was the precise reason not being delivered to you? "For a reason or other..." does't provide enough data for us to offer any meaningful advice.

It is the buyers responsibility to provide a safe address for the item to be delivered to.
Your seller minimum should allow for you to pay shipping costs again.

Looks you you had 3 different delivery attempts and they were unable to leave the package, did you not check your tracking whilst awaiting delivery ? Also possible if they were unable to leave a package maybe there was also no place to leave you a card informing you of attempted delivery.
Looks like it then sat at your delivery office for almost 2 months awaiting collection which is standard practice, did you not check your tracking at all in this time frame or contact the seller or your PO ?
You seem to be blaming E Bay and the seller for something that looks entirely your fault, you bought an item towards the end of July and tracking still shows 3 months later it was at your PO.
The seller shipped with tracking, It is your responsibility to have a safe place to deliver your package and to check your tracking, this is why a number is issued to you.
E Bay will treat an attempted delivery as delivered, no reason why you would think either E Bay or the seller are at fault here.
Trust me I'm no E Bay cheerleader but in this instance both have done exactly as required.

Looks like an attempted delivery happened multiple times over a 2 month period. Seems the problem lies at the OPs end & not the sellers. Plus there is no information that confirms the item was in fact returned to the seller after a 3+ month period (from shipment date to last activity date).
Wonder who Lodger is?
