What does it mean when a delivery notice says "Delivery attempted - No Secure Location Available,"???

Which carrier? USPS / UPS
Was this sent to you or did you send it?
Sounds like that the mail person or delivery driver did not leave it in a public place where it might be stolen.
Like a apartment lobby or similar.

It means that nobody answered the door and the delivery person decided not to just leave it due to risk of theft, weather damage, etc. And if USPS, also it was too big to fit in your mailbox.

...in descriptions how and when this option was performed...
1- if the address was an apartment complex in (sorry) ghetto area...no packages should be left in front door as they will be soon disappeared...(stolen)
2- at the end of the day, especially when it's getting dark early, for security purposes, packages will be scanned in such and all will be delivered next day...
3- if signature is required and receiver was not at home at time of delivery...("pink" slip- PS Form 3849 will be provided for later picking up at local Post Office...)
4- during business hours closed (weekend or holidays)...
* regardless the sizes of a package, if it doesn't fit in mailbox then carrier has to delivery to door - no excuses...

"No Secure Location Available" requires leaving a 3849 notice for the recipient. Thus the package would not be delivered the next day, it would remain at the PO for either recipient to pick up, or to schedule redelivery.

Nope. The "No Secure Location" is not for signature required packages. There is an option on the scanner and the 3849 for Authorized Recipient not Available (or similar wording).

There is an option on the scanner for "Business Closed". This does not require a 3849 notice to be left, and package will be redelivered on the next day business is open.
Some carriers may use "No Secure Location" for the reasons you state, but there are correct options that should be used instead.
