Have a buyer who’s claiming that their item didn’t show up but tracking says it been “delivered to agent for final delivery” and it looks on eBay as though its been delivered. Buyer has opened a “did not receive item”. Do I wait for eBay to step in or do I take the loss even though the buyer just might be scamming me? Any help is greatly appreciated!

For completeness, re-enter the carrier tracking number into the Item Not Received case. You will win the case.
Sounds like this ~might~ have been delivered to a freight forwarder. The buyer could just be testing the water.

Do not let ebay 'step in'
If you were notified of an "Item Not Received" (INR)
by ebay message, there should be a link to respond with the Track Number.....Reply with the tracking number and see where that takes you.

I replied with the tracking number on the did not receive item. shows this now

You are done now. EBay will automatically decide the case in your favor. Allow it play out.
