I’m a seller who is going on vacation. I don’t want to remove my listings but I should notify potential buyers that shipping will be delayed until I return on a certain date. I see a banner on some listings by other sellers but I cannot figure out how to attach it to my listings or where to go to notify potential buyers. Any ideas? Thanks

That banner is available to eBay store subscribers ... there's a couple of settings that store subscribers have access to that allow them to go on vacation (see this page for more information).
If you want that capability, you could do a one month subscription to a starter store for $7.95, and with a few clicks you can put them all in vacation mode ... make sure you put a reminder somewhere to cancel the subscription unless you want to continue it.

You can also increase your handling times up to 30 days.

If you do the store as @orangehound suggested, be sure to go through bulk editing and change your handling time to the appropriate length to cover your absence on top of putting your store on vacation.

The minimum commitment for a Store subscription is one full calendar month plus the balance of the month in which you sign up (pro-rated for the exact number of days that you had the subscription). If you sign up during July, you are committed through the end of August.
As noted in other posts, that vacation announcement at the top of a Store's listing is nothing more than an "Away" message. eBay still expects you to ship within the handling time that is provided in the listing, so you must also either extend your handling time to reflect your actual expected shipping date, or check off the option to block sales.
