Hello. I have currently been waiting for two items China based. I am patient but with them being delayed and tracking numbers not providing current status. What are the options to request cancellation or refund. Thanks

When did you make the purchase, and what is the estimated delivery time frame that shows on the listing in your purchase history? Some chinese sellers use an automated shipping label system that generates a label as soon as you pay. That often does not mean the item has been pulled, but that the order is being processed and will have that tracking number when it gets to the actual shipping service. It may go through several regional services before reaching the international carrier.
If you bought the item any time after Feb. 24, chances are you may be waiting a long time to receive the item. A) that date was the start of the Chinese New Year holiday in China, and is like the 4th, Christmas/New Year, and Memorial day rolled into a couple of weeks slow down throughout the country. Air cargo carriers even lower the number of flights to China during that holiday.
This year because of the Virus, China basically went on shut down during the holiday, and international flights Passenger and Cargo were cut to nothing. 90% of small packages are shipped that way. The only flights to and from China are strictly regulated and any available cargo space is taken up by priority cargo.

Thank you. Ordered around Feb 21st but it's no biggie. I understand due to virus and shutdowns due to controlling what can be controlled it may be a while.

Check your purchase history for the estimated delivery date. You have 30 days from that date to file an item not received request on eBay and get a refund. Add a calendar alert a few days before that just in case.
