I received an offer on an item that I am about to decline. The reason that I am declining (I don't ship internationally) is due to the fact that the ship to address is in Delaware and when I look the buyer up, he is in China. I have had multiple bad experiences with this Delaware FF address.
My question is, should I explain to the buyer why I am declining or should I just decline the offer without explanation.

you do not really need to explain yourself but if they keep on sending offers or use the buy it now then it might be too late.
if shipping to a Deleware FF cause you stress or anxiety then I woud not ship there

Thank you for your response. My previous cases involving this address were all very time consuming and stressful even though they ended favorable to me. Since it is a buy it now item, it certainly can be purchased and shipped by the FF company located in Delaware although I have read that sellers have canceled sales with that address. I wish there was a way to block certain ship to addresses once they are suspected with deceit or attempted fraud.

Put them on your blocked-bidder list, so they can't purchase at full price. If you just ignore the current offer, that will give you 48 hours of respite.

Also beware of the fees you could pay if you chose to do the deal.
Ebay International Fee
"If your registered address is in the US, we charge an International fee if either the buyer's registered address or the delivery address for the item is located outside of the US. This fee is calculated as 1.65% of the total amount of the sale and is automatically deducted from your sales."
I was hit with the fee a couple of times on Offers that i had accepted. Although the shipping address was in the US, they were registered in another country and was assed the fee.
I had no idea and now when someone makes an offer, i try to look at their profile page to see where they are located.

Oh, that is another very good point....I have just started to check locations in the last couple of months. I had never noticed the international fee in other transactions until just recently. I know I have shipped items to the west coast and to New York that I suspected were then shipped elsewhere. Of course, they could have been residents in the US and simply wanted to ship it elsewhere. I currently do not ship outside of the US and my settings are such. I wish there were a way to block accepting currency other than US. Or may there is and I am not aware of it. This is one of the areas where I feel the current policy/settings inhibits my making a good customer service impression.
