Is there any binding date for the seller, to send an order?

there sure is

ebay sellers are supposed to ship according to there number of handling days

ebay recommends a maximum of two days in the help section but will let you have a much longer period

The expected elivery date is in the listing and it's an estimate.

No longer sell here, but shouldn't a seller be shipping so that the item reaches the buyer on or before the last estimated delivery date?

That sounds great, but there are thousands of posts here complaining about the "estimated" date set by eBay as being very unrealistic. Sellers who have, say, three days S&H set in the listing, but who consistently ship same day, can even find the estimated delivery date shown to a buyer to be within the S&H window!

You would need to look at the sellers handling time it is located in the shipping area of the listing.

Since we don’t know what item you’re looking at or bought we can only give you general answers. 
I have a 3 day handling time. I must ship within 3 business days. Handling times vary between same business day to 1-30 days and in some cases 40.
