You make custom dolls , That is very nice . In the Ebay UA and Paypal UA Custom and Hand made Items aren't refundable . This also cover under state and Federal consumer return and Merchant protections Statues also state No refunds for custom and hand made items . . You should reconsider your return policy after this issue and go to the no refund policy .Call up ebay be clam andf point out in your listing thbat buyer has no case .
I've always been under the impression that that policy regarding no refunds would only apply to custom ordered items that were made specifically at the buyer's request and not merely hand made items. I'm also not clear as to which state's law would apply. Of course, I'm sure that there are laws governing even custom ordered items that fail to meet the quality requirements of the order.
I would probably advise the buyer to return for a refund and send her a return label.
