I had Ebay to call me about how to handle a return before the date required that the buyer could ask Ebay to step in. I was told by a Ebay Customer Service Representative, I had to wait two days after the date that Ebay steps in before I could settle the dispute. He reassured me several times that Ebay would not step in before that date.
Not, true. I now have a strike against me. First strike in all the years I have been on Ebay.
I was given the wrong information because the Representative did not understand the English Language well enough to have a conversation with me about this subject. It also seemed to me he was "in training".

Your inquiry for guidance & direction could have & should have been directed to a representative competent & knowledgeable with eBay rules & policies that would apply.
