I had a customer order 3 items from my store. I shipped them to the customer in one flat rate priority box (a little under $7). I received a return request for 2 of the items. I accepted both returns and want to send the customer one return flat rate shipping label, but eBay doesn't seem to give me that option. When I try to print a return label it doesn't seem to give me any choices and only offers to print two individual labels each one costing me over $4. Is there any way to print one flat rate label through eBay or do I need to do this outside of eBay?

You could upload your own label that you purchase through USPS and upload into the return.
For a difference in cost of a buck and change I couldn't be bothered. I'd just purchase the 2 labels through ebay.

It's not only the cost. I shipped the items to the customer in one box. To make them return it in two would be a bit of a hassle for them. I'll just buy one label for them through USPS. Thanks.

You might be getting into some tricky territory.
Technnically, a seller would want separate tracking numbers for each return regardless of how easy you want to make it for your buyer. You won't have that with one label puchased outside ebay.

Perhaps that's a good point. I've only been selling on eBay for about a year and this is only my second return. That said theoretically they could throw two rocks in two boxes and send it back and claim they returned the items. I've prided myself so far on trying to provide excellent customer service and haven't had anybody try to scam me yet so I'll go with the one label from USPS this time. Good thing is it isn't a huge order anyway.

And I guess my question would be why you couldn't just buy 1 label from eBay and tell your buyer to return both items in the same package? Then you would only be spending $4.

I offer free returns.
When someone orders one item (fishing hadware) I charge $3.99 shipping and ship first class mail because those all weigh under 16oz. So my shipping costs can vary between around $2.25 - $4.25 depending on the weight and where it ships to. I offer promotional $6.99 priority shipping on orders of 2 or more items since using a flat rate envelope or box is the cheapest option.
