Asking ebay to step in and help with an order that has not arrived, keeps saying there was a hiccup please try again later. This has been happening for 3 days. What is the problem

When a buyer has not received his purchase within a day or two past its last estimated delivery date, the buyer needs to open an item not received case. He does that by going to his Purchase History, locating this particular item and, using the drop-down menu, state "did not receive the item". That's how you open a case to be refunded. The buyer then waits 4 days for a response from the seller. No response, still no item? He returns to the case and asks eBay to step in.
If that is the procedure you used to be refunded for the item you did not receive, there is no reason you wouldn't get your money back. Did you do that?
