Hi. I made a purchased and the sellers location was in Skir Lanka and then he change it to Vietnam. Is that posible? He doesn’t respond the messages I tried to send to cancel and I know he don’t have to cancel the item but I’m worried that I’m being scammed again. That happened to me one time and I have to opened a case in PayPal and also a Internet Crime Complaint Center at The Federal Bureau Of Investigations.

Jumping the gun will cause more problems than it would solve - None of what you described qualifies opening a case YET
Not all sellers use tracking. Not all sellers post the tracking #.
The important information in ANY eBay transaction is the estimated delivery date.
Per eBay's Money Back Guarantee, if/when that date has passed by a few days, the buyer can open an item not received case in the Resolution Centre.
Read the MBG for information about how you're protected as a buyer if/when a transaction goes wrong

You have to wait one day past the last given delivery date to file an item not received case. You start at the resolution center. Link at lower right of this page. If you paid by credit card , and you always should that adds protection. You can file with your card company if the eBay case fails.
There are a lot of scams out of Vietnam.

People in Sri Lanka can't use Pay Pal to receive money.
They probably changed their location to Vietnam so they could use their fake Pay Pal account to get paid.

I brought this by mistake because I had several sellers , to check better rates and everything and I deleted the wrong ones. and later that night I notice but it was imposible to cancel it and eBay didn’t do anything just wait to received the package and return it. It’s been 4 days since I paid the item and they didn’t even “ship” the item. So
i don’t even have a delivery date.

If you open a case with PayPal and they deny the claim because the item has not even shipped yet or even qualifies for a case,
You will not be able to open a case with eBay.
You might be jumping the gun a bit.

Changing his location 3 times does not qualifies for a case? He doesn’t even responded to eBay in the 3 days limit. And my messages to cancel the item and I know they can deny it but he didn’t even response. Also his first location was in Sri Lanka and they don’t have PayPal there so then he changed it to Vietnam. Now he changes it to United States.

No it does not qualify for a case to be opened
Chain of command for refunds, in order when using ebay.
1st - eBay
2nd - PayPal
3rd - Credit Card
Only use PayPal and Credit Card if eBay fails.
