You can't name bad sellers or buyers on the boards.
You need to read up on how the Item Not Received (INR) and the Money Back Guarantee (MBG) work. You have waited too long for eBay to help you.
You need to go to paypal and learn how to open an Item Not Received on paypal. You have 180 days to do so on PayPal. If that doesn't work and you used a credit card then you will need to open a credit card charge back.

Ebay has excellent buyer protection, but there are deadlines. Once thirty days after the estimated delivery date has passed, the window for complaints closes. You let your seller string you along until you lost your Ebay MBG, that is what happened and that is exactly what your shady seller intended. Never, EVER let a seller do that. Never accept a replacement, only accept a refund. Never, ever close a case until you have been refunded. Once you close it, you're done.
You will need to go to Paypal to file an item not received case. Find the transaction, open it up and file from there. Paypal allows 180 days from the date of sale to file.

The system is good and works perfectly when you use the tools you're given.
Which is to file not received claims within 30 days after the delivery in the listing. International deliveries should take 1-6 weeks. Then when you open a claim you must receive your replacement or refund BEFORE 21 days or you will not be able to ask eBay for help. Closing a case means the seller resolved the problem and you no longer need eBay's help. So it's you who messed up but then cry foul on eBay! ?????
No need to email eBay. The item is probably no longer in your purchase history and you probably opened the case to late to be able to escalate it. eBay lets you open a case when your buyer protection has expired so you and the seller can discuss the problem, however you will not be able to ask eBay to step in if the seller doesn't refund.
You can try opening an item not received case on PayPal if they processed the payment.

You allowed the seller to cheat you by not using the protections ebay gives sellers.

Scammers are everywhere.It is up to you to know and use the protections offered by any site you use.
