In this case I was the buyer. I purchased an item and when it was the wrong size I first sent the seller an email that I would accept an exchange versus a return and refund. The response I got was an email with a FREE UPS label attached which I printed and returned the item. I then received the refund for the item but also received a charge to my Paypal account for the return shipping. I have reached out to the seller and Ebay. I have not heard from the seller. Ebay would only offer a coupon and not intervene any further as to why this was handled this way. I am concerned that I did not approve the Paypal charge and was not given the opportunity to see the return shipping charges ahead of time and the process for returning items that I am responsible for the return shipping was not followed.

Why did you you think the label was free?
was the label sent through the return case?
what does the return policy say?
If if a seller has a return policy that th buyer pays return shipping a label is still provided through the return but the buyer is billed instead of the seller

It seems to me that you may have a coincidence, where two unrelated things hit your PayPal account at the same time. That is, the charge you got to your PayPal account for postage is not related to the UPS label you received from the seller. Some other possibilities:

As you purchased the wrong size, you would be responsible for the return shipping.

Did you order the wrong size or did the buyer send you the wrong size? Did you select Not As Described or Doesn't Fit for the return reason? The answers will differ depending on the answers to those two questions.

The return label was sent to me via the Ebay mail system with the label attached as a photo. The email said to use the FREE label to return the item.
I have returned items before and understand the process and understand that I may need to pay for return shipping. But in all previous cases I had to click on the return shipping label to print and the cost of the shipping was disclosed.
In this case I received the refund for the item ($24.00) to my PayPal account and then as another line item charge received a charge for the shipping ($18.00).
The entire process was suspect and I am most concerned that they could charge my PayPal account without me actually purchasing a label. I also don’t understand whay they didn’t just issue a credit for the difference?

Two very different transactions.
The refund comes from the Seller's PayPal account/monies on that unique transaction.
The shipping is a purchase from eBay Shipping labels and eBay receives the money and then pays USPS.
I'd be on the phone with eBay about that "free" label that they required you to pay for.

Ebay is siding with the seller.
My next step is to see if Paypal can retrace the steps and see how an “unapproved” charge was made.

Your next step @skippers-marine is to see if PayPal can explain how a "pre-approved" charge was made: You added remorse return labels to your PayPal pre-approved list the first time eBay sent you to PayPal to pay for a label.

That EXACT thing happened to me once. The OP needs to double check what the charge was for.

It would depend on the seller's policy. Regardless, why give the "free return" and then renege by debiting the PP account without prior notice?

Was the size error yours or the seller? If you made a mistake, you would be responsible for the label. If the error was the seller, they would be responsible for the return cost.
You could try to go back to the conversation and perhaps you may see where the error occurred.
I would also accept the coupon, because something is better than...
