I have a bidder for an item that will weigh about 14 oz when packaged. The shipping is USPS First Class Package. I want to fix it before the auction closes in about a day. Can I either change this to Priority or pay the difference at the Post Office?

It is not possible to change the shipping on an auction that has received a bid. Imagine the potential for mischief! You can't expect the buyer to pay more for postage than the amount shown in the listing.
Anyway, there is nothing to 'fix" here. If you print your postage online (including through eBay), you can purchase First Class package postage for packages up to 15.999 ounces. If you purchase your postage at the PO, you will encounter a 13-ounce weight limit for First Class packages, and you will have to pay for Priority Mail.

And if I can't change the shipping option and I end up paying for Priority, can I refund the buyer for the shipping she pays?

one thing: the buyer will expect it to go priority...they pay for it,... so that's what they will be expecting..
with that said...if you send it 1st class...and yes even if it gets there at the same speed....they can still be upset...some get mad that way...
you can explain to them in an email onece they pay..that you can refund them $ by sending it 1st class...and they may say ok great.... otherwise you will still pay the FVF on the listing amount and shipping....so you lose a little there too....
SO, ask /tell the buyer BEFORE you just do it... it can come back to bite you..... and IF the buyer pays the shipping cost, which is what they bid on...why not just go with it? BUT once done and your buyer has paid...let them know what you can do..and get a response....a yes or no from them first.
