The mail person at the post office said I could file a missing package request for a first class package with tracking, however when I went to the website and put in the tracking number it said it is not eligible for an inquiry, only for a postage refund. Does anyone know if I did the correct procedure for the search?

Call the 1 800 number with the tracking number. And request a package research case be opened..
We run into a error wall on the usps website allot more than not..

Maybe the ineligibility of your package is not due to it being First Class, but to you filing too soon. My reading of this Help page is that you have to wait at least 7 days after the most recent scan.

It's well past seven days. It is missing since December.

Missing since December? Are you the seller? You will need to refund if the buyer has opened a case. If you are a seller, immediately open an item not received case. Is there a tracking #? If it shows delivered, the buyer is out of luck and the seller does NOT have to refund.
If you can't reach anyone at the phone number, go in person to the post office with the tracking number and they can do a search on their system which shows a lot more information than the regular usps.com site.

I have filed a missing mail request for a First Class package before. You need to wait 14 business days from the expected delivery date before you can file it. They do not guarantee they will find it but they will look for it. Hope this information helps.
