Can't update excluded shipping locations

Hey @creationarts ! Looks like @rfmtm already took you through a few steps.

First thing: When a seller uses business policies, their ability to edit shipping exclusions at the account level (on the shipping preferences page) is non-existent. All shipping exclusions are set up at the business policy level. This is a change eBay implemented a year or two ago.

The fact that you were opted in to biz policies but saw some kind of exclusion action on your shipping preferences seems to indicate there was a glitch on your account. I've never seen that particular issue happen before.

You said you already checked all of your individual policies, went in to edit the exclusions section and definitely had no exclusions checked off? If that's accurate, here's my advice for the cleanest start:

I looked at your listings and you have only 5. Two have different paid ship costs and three are free shipping. So you probably have only a few shipping policies which makes this so much easier to deal with.

Let's start by creating a brand new shipping policy. Pick any of those policies and create a new identical one from scratch. Edit the exclusions section and make sure no international exclusions selected. Save the policy. Then edit one of your listings and apply that new policy.

After that check the listing to see if it shows all those exclusions.

If that doesn't fix the problem then I'd suggest:

1. Opt out of biz policies.

2. Wait an hour or two then, go to your shipping preferences page and disable all international exclusions.

3. Wait a short while then opt back in to biz policies.

4. Create new shipping policies from scratch.

5. Apply your listings to those new policies, then delete the auto-generated policies.

Come and back to let us know if any of that fixes the problem.

Thank you for your suggestion.  Since I have bids on all of my listings, I am unable to edit the shipping on them.  I will try to implement your advice when I prepare a new listing and will post the result.

Sorry, I didn't notice they were auctions.

If those auctions all had bids while you were troubleshooting earlier, then no changes to exclusions would have been applied to the active listings.

Please try with your next listing and let us know the results.

there is an open ticket on the shipping policy exclusions, it has been broken for 4-5 months now

I am still not able to ship to all the countries in the eIS list

I have zero countries excluded yet it says I have over one hundred excluded

you can see all of the countries in my list I am not able to ship to

ebay has dropped the ball on ths for months

the list of countries I am able to ship to is the old Edelcon list that I used to use

I am still unable to change it

your shipping on the remote control does not show on your listing,in the list it says its 4.20 but on the listing it does not show at all.  you listing does not mention the shipping cost at all

Okay, we have success!!! I opted out of the business policies and set up a new scheduled auction.  On the same line as 'shipping' to the far right under shipping options, I unchecked offer other shipping services in addition to EIS.  Apparently, they also had all of the exclusions checked automatically in my shipping settings, even though I had no exclusions on my shipping preferences page and it didn't show them when I tried to revise listings when I was opted in to business policies,  so I unchecked all of them. Now all listings, including scheduled and even current listings with bids (surprisingly) show no exclusions. I can't thank you all enough for your help, I have been trying to fix this on my own for two weeks. At last, it is done! Thanks again!

So, appears just to be some more ebay glitches that need to be resolved.  At least there is a workaround that got this fixed for you.  I remember I had to redo mine more than once to get them all corrected for my other ID with a store with a lot more listings.
