I have been trying to get my money back for a week. All I get are generic emails from eBay telling me to return the two items when I have sent multiple request for refund and pictures of receipt from post office with tracking number showing delivery back to “seller”. Who do I go to, my Attorney General or NJ where the seller is located? Can I file with the Better Business Bureau or what is the next step?

I assume you opened a return request. Have you typed in the tracking number? Ebay's system probably would not pick up on any tracking number that was included in a photo.
