Can’t find address return to sender

I have a issue with the usps says it can’t find buyers address so the package is being returned but the buyer want me to send it back to the same address. My question is who pays for the shipping back to the buyer? Me or the buyer

From PayPal, you can send your buyer a money request, or invoice, for the new label.

If you buyer won't pay, refund their original payment less your shipping and fees. Or if you buyer attempts an Item Not Received, eBay will close the case without any refund.
