A buyer recently purchased a something from that was no longer available but the Morning I woke up to remove it. It was already paid for buy a buyer but at the same time they are asking for a cancellation because they did it by mistake. I would give them the refund but with Bay taking half the money (400+ in promotional fee) I only have the half of the eBay has on hold. In 30 days would eBay refund them all the money back on their own and what do I say to buyer

When you refund, the entire payment (even if on hold) will go back to the buyer. Ebay will keep 30 cents. You are supposed to have a backup to your Managed Payment account to cover any fees due if you do not have enough in the account. You can NOT make the buyer wait for their money.
When you cancel, you click this reason, "BUYER REQUESTED TO CANCEL." Once you cancel, there is an option to automatically relist the item at the same time at no charge.

These types of things happen to newer sellers, the important part is learning from your errors. You cannot have anything listed, even for 5 minutes, that you cannot process. Now you run the risk it may look to eBay that you are canceling because you took the sale off site. You will need to conduct the full refund now before the buyer gets eBay involved, or your selling account may face suspension. You have a back up credit card on file with eBay, so they will charge you the full amount plus promotional fees. I'm sorry about your financial loss but you won't make this same error again.
