Can't add tracking number to shipment

I often have buyers who buy multiple items separately.  Today, I combined one order (that's what I usually do) and partial refund shipping.  However, when I went to add the tracking # to the 2nd item, it says, "The tracking number is already associated with another shipment".

Is this a new thing?  Because my tracking % will be destroyed by it.

I used to get that message so I changed the way I combined shipments.

With eBay you can select multiple transactions then print a label using the bulk tool. It will prompt you to combine shipment for any items that qualify. With 3rd party shipping platforms you can usually do the same thing.

Combining at point of label purchase will automatically apply the tracking number to each of the combined transactions.
