Can someone explain the international delivery service label fees to me?

  I woke up to a sizable charge from eBay, and I'm really confused because I thought all of my shipping and listing fees were coming out of my money that is held for managed payments. 

 

 So I start looking around eBay trying to sort things out, and I see this (screenshot posted below). 

 

  I have searched it and found a couple posts with people complaining about the same issue.... But I can't find a single response that lays it out plainly. A lot of the replies seem to contradict each other, or they're from people  who are guessing. 

 

 These eBay Delivery Services Shipping Label Fees.  Are these fees in addition to the actual cost of the label (i.e. a second charge), or does ebay wait to charge until they have the package, and then it's charged per their weight/size calculations? 

 

Example.... I charged the customer $21. The weight/dimensions I put in came out to $21 shipping.  According to the list below, I was charged $34. 

 

 So, is that $21 + $34 that I ended up paying?  Or is that $34 total charged, and my fault because I mis judged the package size? 

 

 Thank you in advanced. Just trying to understand how this works, and there seems to be so much confusing contradictory information out there.

Can someone explain the international delivery service label fees to me?

That helps. I still have the one question though..... Is the amount I'm seeing there the TOTAL shipping charge, or is that just the amount they had to change it by once it got to the distribution center?  The link says they will charge you more if needed, but doesn't say if they hold off charging you all together until they receive it, or if they do a 2nd charge.

You do not pay anything when you first purchase the label. You are billed on your next invoice after the package is en route.
