Can not take any action for item not received

Hello, 

I bought an item begining september but still didn't receive it (item was in Italy, I am in Switzerland)

When I click on "I didn't receive the item" I have got an error message since one month

Sorry, our system is temporarily unavailable.Please try again later or you can try to resolve the issue by contacting the seller

Of course the seller does not respond to my messages.

What can I do?

What was the latest estimated delivery date? For ebay MBG you have up to 30 days past that date to file a claim for 'item not received".

If your ebay MBG expired and you made payment through paypal you can still file INR case there. You have up to 180 days after making the payment through PayPal. At paypal make sure you escalate it to a claim as soon as possible if seller doesn't refund you or case will close after 20 days.

And your final option is to file a chargeback with your credit card for item not received...

Which site were you on when you made the purchase?    ebay Italy and ebay.ch each have different buyer protection policies than this site so you have to open the claim on the site that you were signed into when you bought the item.

I'm not familiar with the protection on those two sites but on .com, a claim cannot be opened until the day after the last estimated delivery date.  If you are trying to open the claim too soon, that could also be the problem.  If there was no estimated delivery date and buyer and seller are in two different countries, this site allows you to open a claim 30 days after the purchase.
