I opened up a case to return an item as the seller only shipped half my order an refuses to ship the other half unless I pay for shipping. The case h as been open for over 3 days now and the option to ask eBay to step in is now active. When I click on the option "I can't work things out with the seller" and click on "ask us to step in and help" I get a message:
You are not authorized to perform this action at this time.

Did you start an Item Not Received request for "I want the item"
and indicated Quantity (1) not Received of (2) in the request?

Due to the pandemic, eBay has temporarily extended response times for both buyers and sellers in returns and disputes. What might normally have been 3 business days, is now 5 business days ... just give it 2-3 more business days after the deadline, and it should work for you.
