Can a shipping label be printed without using EBay's shipping services options?

You can print labels on PayPal.

You can print labels at Shipstation.com and USPS website, but ebay offers the largest discount on label cost and you don't have the hassle of having to fill in the buyers address plus having to go back to ebay and manually enter the tracking numbers.

there are many ways and many places to print a label

ebay shipping is very convenient and ebay likes it when its used

its a big timer saver not having to enter tracking numbers

pirate ship has much better prices for international but you have to ask for them

Price of shipping paid by the buyer (and "free" shipping) is included in your eBay payout (after fees). You can use those funds to purchase shipping from any source you like - including shipping from the USPS, FedEx or USPS office. Always be sure to update the Tracking number on eBay (some online apps will update for you).

I almost always use eBay shipping USPS. Seems to be the best pricing. I was surprised to find my Rollo printer

If you purchase postage at usps.com you pay the retail rate, but almost all online postage sellers charge the same price: The published USPS "Commercial" rate. You can also match eBay's rates when purchasing postage for personal items through PayPal at www.PayPal.com/shipnow

PirateShip is a good free option that integrates with ebay.

I prefer shipworks.  It integrates with stamps.com and will upload all your tracking info back to your orders.  It is very reasonably priced and depends on how many orders you ship.

Shipworks is owned by stamps.com who also owns many others like ShipStation, Endicia, etc. 

If you are small and want to use stamps.com, there is a free ebay version.  However, I find PirateShip is the best free service out there and has excellent support.  It will also import from ebay, upload tracking, etc., plus has equal discounts for USPS, and often better discounts than ebay for UPS.
