I sent the wrong item (actually, it is the same item but the box is a bit different and they wanted the other box)
I would like to send the buyer a prepaid return label but
avoid them having to file a return request / snad (obviously)
is there any way to do that?

If it's ok with the buyer, then yes, you can send them a prepaid shipping label to return the item without having them file a return.
You can buy a label through Pay Pal.

first class (thru paypal)? (usps.com click & ship only does priority)
can I then download the label in order to send it to them thru ebay messages?

paypal.com/shipnow and it's OK if the sender address at the upper left corner is also your address since coming or going it's to be delivered to you. But make sure your buyer is the mailing zip code to pay the correct postage.
You can save the label as a JPG or PNG at 1600 pixels on the longest side to send via eBay Messages. eBay Messages doesn't take PDF files. But it's better to ask for your buyer's email address -- it's allowed since the transaction is paid -- through eBay Messages, and then email the PDF you purchased at PayPal.

OMG. what a project
the first label, I left her address in the To field, voided it
then, I just saw your message that i am supposed to put her zip in the from field: voided it
hope that 3rd time is the charm
in the meantime, I asked her for her email address as trying to convert from pdf to jpg was turning into another project
