I purchased a pair of leather boots in size 9 (my size)...however...this brand of boot apparently runs a size small because they fit me like a size 8 (way to tight!). Do I have the right to request a refund from the seller?

Yes, but you will be responsible for the return shipping, as it is not the seller's fault. I would , however suggest that your first contact your seller and explain the situation.

If the seller has a return policy you can return them for a refund, but be prepared to pay a restocking fee, usually 10% - 20%.

Only if the seller accepts returns. If they don't accept returns you can't return them. If the do have a return policy you should view it. You will likely pay return shipping and may not get a refund of original shipping or there could be a restocking fee

ONLY if the seller has a return policy. If the seller states no returns in the listing they seller can decline a return for fit issues.

OP contact your seller first and explain the situation. If the seller has a "no return policy" and declines the return, you can open a PayPal protection case and request a refund. You will have to return the item at your cost. Have you considered just re-selling them ?

No op do not file with PayPal if the seller declines a return for fit. PayPal only offers snad protection and this is not a snad return. Filing with PayPal would be an abuse of PayPal policy.

Sheesh, I have not had enough coffee! You are correct! If the item received as described, the buyer cannot use PP purchase protection. Hopefully, the OP can work it out with the seller amicably.

FYI not all brands of footwear are of the same dimension for a given size.
There are no recognizedinternational standards for foot sizing that manufactuers comply with.
In a nutshell not all sizes 9 are a like
Speaking for my self I wear one of two sizes & widths in footwear depends on brand, style & point of manufacturer.
Knowing the in sole dimesion (lenght & width) and comparing to your foot (both feet)size can be helpful info to an online buyer.
We sell a fair amount of footwear & always provide the insole dimesions in our listings and have not had any issues since 2010.
Of couse being able to try them on before you buy is the best way - hard to do with on-line buying.
Good idea for the future is to ask the seller before you commit.
