No other location we’ve shipped to has these issues, I need to find a way to fix this.

Whenever I see a coastal Florida address, I determine if it is a freight forwarder or not.
Anything going to a freight forwarder gets UPS as the carrier. UPS always provides a delivered scan, unlike USPS.
USPS at times is lackadaisical at providing delivered scans to many freight forwarders. This has been a known issue for many moons.

You want to be careful of doing cancellations of orders from Florida. Too many OOS (out of stock) or damaged/broken cancellations will put your account at risk and if you think "problem with the address" is a good idea, think again.

As much as it would be nice to exclude certain states/locations, eBay will never change that.

Thanks, I’m done losing money with Florida and eBay is not doing anything to recover my losses, even though I’ve communicated about it and followed all the protocols, and yes many are freight forwarding (I assume) , I just want to block everyone, but want to sell to all the other states.
If you have a way to do this I will implement it.!

I guess I may need to make a default statement on every listing “if you’re a buyer from Florida, do not purchase from me” unless there is another way.

Thanks, I don’t want to cancel any sales, but I need to find a way to fix this, possibly a statement on the listing excluding buyers from Florida. Tired of losing Money and EBay believes the buyer when I’ve over communicated with buyers, very frustrating

Don't do that. Just Google the address to find out or use Google Instant Streeview, plug in the address to see if it is a freight forwarder business.
Use UPS as the carrier, especially for anything expensive.
Lot of freight forwarders in Delaware and up and down the coast. Oregon, California and Washington state as well.

That isn't going to matter because it's not enforceable....

There is no way and putting a statement on your listings means diddly squat
