Can Dishonest Sellers Keep a 100% Seatisfaction Rating by Giving Refunds When Caught?

I have made over 1,900 purchases on ebay over the years.

Most sellers have been honest and a pleasure to deal with.

A few sellers have been dishonest and sent me defective items, short changed me on items or grossly misrepresented the condition of the item.

When I complain to dishonest sellers, they usually ignore me.

When I have ebay step in they have always gotten me a refund, however, it seems that I cannot access the portal to give any feedback on the dishonest seller.

Am I just not navigating ebay correctly, or does the system protect dishonest sellers who give refunds only after ebay intervenes on the buyers behalf?

I appreciate ebay getting me a refund, however, I would like the rest of you to know what my experience was with each seller, especially the dishonest ones, so you do not have the same miserable experience that I had with them.

You can leave feedback by using this link https://pages.ebay.com/services/forum/feedback.html

I can't supply the link, but there is something about a seller having free returns with refund that negates the ability to leave negative feedback for them. I read it somewhere....

Plus, not long ago, I bought an item that came 3 to a package. The listing said the item was new. When it arrived, one of the 3 items was missing, the cardboard package was torn and filthy, and moldy with a few mouse droppings attached for good measure. In all of my years on eBay I have NEVER received anything in that condition. (Believe it or not he wanted the item back, which I gladly returned.) I left unemotional but factual negative feedback. I got my refund, but the negative disappeared.

When a seller does not respond to a request - and eBay has to step in - the seller gets an "Unresolved by Seller" defect on their Seller Standards metrics.

This defect is not visible to the public, but it does not take many defects for a seller to be sanctioned by eBay.

It only takes an 0.3% (not 3% ... 0.3%) defect rate to be considered "below standard" and have consequences.
