Has Ebay changed the return policy to 30 days?

Hi! As of April 1st I noticed the system is now giving buyers 30 days to ship a return as opposed to the previous 5 business days. Is this the new policy? Sellers with a 30 day return policy could now be without their item for roughly 60 days?
