I have a buyer that want to spend a budget of $150 that includes tax and shipping. How do I calculate the distance from an address as well as tax?

Distance is not an accurate way of determining the buyer's postal Zone. You might find the eBay shipping calculator useful, if you know the buyer's ZIP Code.

A simpler approach would be to offer free shipping, then if you know the sales tax rate in the buyer's location just divide 150 by that; for instance if the sales tax rate is 7% then you'd set the item price at $150/1.07, which is $140.19.

that's a tough question to get a specific number....
if you break it down you need to know the ZIP code for postage as well as sales tax rate for the buyer.
It is easy to reverse engineer a sale price from a percentage (example: for $150.00

Are you kidding me? Let the buyer figure it out. You did enter all the necessary info in the listing to allow the buyer to see what the shipping will be, correct? And the buyer knows his own sales tax, I'm never going to look up everyone's sales tax.
