I received a package that I sent to a buyer, they said it was returned to me because Ebay attached the wrong address on the shipment details. They gave me a new address and asked that I send it there. Can I ask the buyer for a pre-paid address label, since this was not my fault?

Your buyer is misinformed -- eBay does not "attach" addresses on the shipping details -- it is the buyer's responsibility to make any address changes.
Refund your buyer, subtracting the eBay final value fees and the shipping charges.
Then tell your buyer that you will be re-listing the item; and, if the buyer is interested, they may attempt to purchase the item again, after correcting their shipping address.

The item was an auction item that sold for one cent. Can I refund that much minus the final value fee?

Original shipping charge, plus eBay final value fees, minus 1 cent = refund to buyer.

I would refund in full (problem with buyer address) and move on
ETA............. cancelling with buyer address issue gets the FVF refunded. You are out whatever you spent on shipping. (tax write off)
I would consider blocking the buyer.

'eBay attached the wrong address"...nope...the buyer gave the wrong address.
Have buyer send a self-addressed envelope with postage and mail it to buyer when you receive it.

eBay "attaches" the address the buyer gave them.

Hi @mozartbach1971 . It sold for a penny plus shipping? In this situation I think the decision is between not refunding, or doing a courtesy refund.
You shipped with tracking, yes? When the buyer provides a bad address and you have tracking confirming delivery attempt to the address they provided / return to sender scans, eBay does not require you to refund on a non-receipt claim. Buyer's MBG protection is void.
Generally I advise to refund less shipping/fees, but in this situation the item sold for a penny so there's nothing to refund unless you want to take a loss.

You shipped with tracking, yes?
Yes, I shipped it with tracking. The tracking says something like, your item was returned to the sender because the forwarding order for this address is no longer valid.

Yeah, you're covered if the buyer files a non-receipt claim. See my previous post for advice. 🙂

Just had this happen to me recently.... in my case the address was correct, but a family member didn't know the package was meant for them (had their user id rather than real name on the label) and refused it upon delivery....
Long story short (info I learned with ebay help).. you are not obligated to do anything.. you can keep the item and the sale value... you are even covered against negative feedback in this circumstance. However this is highly unethical IMO.... what I did was ask the buyer to purchase a new listing from me (created for this circumstance) that covered the cost of shipping / fee's and I shipped it again.
They were very thankful and have bought items from me since.
PS Side note for everyone... you MUST ship to the address on the buyer's payment. Never, ever modify that address as it 100% voids your seller protections (as it does in reverse if the buyer has you ship to an address that's not on their account).... if a buyer ever pays then asks you "please ship to xxx it's a gift" .. offer to cancel the item and relist it... let that customer know they must have the address on file when they make their payment.. they can change it back right after making the payment.. (ethically you should let them know it will void their protections as well)
