Buyer wanted to return item. I had no return policy. Buyer sent return request , I accepted. Item was delivered dec 31. Return request accepted the 31st.
ebay return detail reads “if the buyer does not send the item back by Jan 15 we may close this return”
Return label created but not shipped
buyer messaged me yesterday that he wants to keep the item. However he didn’t close the case and won’t respond. I’ve tried calling eBay and i guess they don’t use phones now. The eBay live chat doesn’t help at all. Do I just wait? What do I do?

Wait until tomorrow (the 16th). Then go to the "help &contact" at the bottom of the page and click on the "returns and refunds for sellers". Then select to have them call you.
I had to do this exact thing yesterday and I got a call in less than 1 minute. The rep closed the case while I was on the phone. About 20 minutes later I got the message in my inbox that case was closed and it disappeared from "returns" section of My Ebay.

Yes, your kind of stuck waiting. If buyer is not responding to close case ebay may wait it out longer than what the case says.
I think if it's been a few days since last message try the buyer again. Some people just dont check ebay or messages often.
