Sold a brand new iPod Classic on Feb 10th. About three weeks later he reached out to tell me the battery life was not as expected. He admitted in the messages that the iPod was new and sealed when received.
I found a repair shop 1.5 miles from the delivery address that would replace the battery for $30. I offered to pay for the repair - I'd pay the repair place not the buyer. He wanted to use a different repair place that he said would give him a 12 month warranty and would be $100. He wanted to pay for labor if I would pay for the battery. I called the place he wanted to use and found out the warrant was 30 days, not 12 months. I asked for an invoice to be sent over with a breakdown of labor and parts. Turns out parts were $15 and labor $85. When I sent the invoice to the buyer he said to send him a $100 refund or he would send it back.
He files for eBay to get involved saying it was defective. They find in his favor and send a return label to him on March 26th. He had 5 days to send it back. I call 5 days after the label was sent and eBay customer service says I have to wait an additional 5 days.
The buyer sends it back on April 4th. I received it on th 6th. Open the box to find an old iPod that was clearly VERY used. There is no box, headphones, or case that was included. Upon looking at the iPod it has a different serial number than the one that was sent.
I contacted eBay and they closed the case in my favor. I got an email stating that I would not be responsible for the refund, but the buyer would get a refund.
Is there more I can or should do? A buyer who gets away with this once will do it again. He will tell his friends how to pull one over on the system and another seller will have to deal with this soon. Should I file a police report? This has to be fraud - credit card, mail fraud, etc.
Thoughts?

The case is over. You were not responsible for the refund and there is nothing you can do about eBay having provided one on their dime.

You can file a report on the buyer with eBay (though the issue is likely already reported).
eBay has made a decision that they want their site to have the most liberal return policy in America. I'm OK with that policy so long as they are willing to pay for the criminal activity like you describe.

How would I get back the return shipping and final value fees? The person I just spoke with was not at all helpful. He changed his story three times as to why I should have to pay both of those fees.

Since the case was closed in your favor, both eBay and PayPal fees should be automatically refunded to you ... check your statements.
As for the return shipping fee ... what are we talking about here? $3-4? You can spend a lot of time on the phone with eBay customer service trying to get them to comp it back to you ... maybe calling a half dozen times until you get a rep that does it for you ... but that could be a waste of time for just a few dollars.

The person I spoke with said because it was found in my favor but eBay funded the return it is considered a completed transaction. I see nothing about that on the returns fee credit page. The CS rep was rude and kept changing the reason why they didn't have to refund the FVF fees. It's $35, plus $4 for the shipping.

I was a little twisted around in my earlier post. Yes, I wouldn't expect that you would be refunded FV fees since you effectively made a sale.
