Basically I sold a set of 4 rims. Buyer opened a claim stating they didn’t match the photos. He however only returned one rim. I contacted EBay & they placed the case on hold. I submitted pictures of the box with tracking number & the single rim. Minutes later they closed the case. Stating tracking shows item was returned. I called EBay numerous times to appeal. It took 11 days I had to get a supervisor to submit an appeal. Within 30 minutes I receive a response stating basically there sticking with there decision & even though the rims were returned not in the condition shipped. There is nothing they can do for me.
I respond & tell them my Appeal has nothing to do with the condition. I am missing 3 of the 4 rims that’s the reason for my Appeal . I provide pictures yet again for them to see. I receive another message basically saying the same thing we’re sorry item didn’t arrive back in the same condition. Nothing we can do case is closed. I messaged 3 more times & pretty much the same thing.
In conclusion eBay Appeal department is a joke. They don’t actually review anything & reply with scripted messages. Thanks for screwing me out of a lot of money & allowing the buyer to keep 3 of my 4 rims

Basically you do not understand what an appeal on eBay is. Simply, if a buyer or seller wins an appeal, EBAY PAYS FOR THE APPEAL. That's all an appeal is: To pay or not to pay.
What are your chances eBay will pay for your missing rims?

The only thing that I can think of is what some other sellers have done here and that is to file a theft case with the buyer's local police department and you can also look into opening a mail fraud case with USPS. Especially if you still have the box that your "4 rims" were sent back in along with the attached return label on the box.
If you are willing to do this, you might want to give your "buyer" a heads up as to what you are planning to do. He might suddenly miraculously find those other 3 rims to return to you...
...or miraculously find the money to return to you.

You still have a right to appeal with a Arbitrate Hearing and if you follow eBay procedures they pay for the cost of the Hearing.
It is a complicated procedure, but if you think you can prove your case go for it.
I would think the weight of one wheel being returned as compared to the weight of the four wheels you sent would be a good argument for you to have a positive outcome. But that is just my opinion and means nothing.

You should take a run at the buyer with an eBay email. Note that you only got 1 rim returned and apparently there was theft in the USPS system and state you will be filing a case with the USPS Postal Inspector and the buyer should be available if the Postal Inspector wishes to interview them. DO NOT accuse the buyer of any wrong doing, do not imply that. Just the facts.
If that does not move a scammer off of this scam them you follow the steps in 'when fraud happens." Do that EXACTLY and it is the experience of posters here that eBay will refund you.
Do not forget to "Report the Buyer" for policy violations - AFTER you are refunded.
Also do not neglect to put the buyer on your Blocked Buyers List (BBL).

I understand what an appeal is. I just find this situation odd as I was appealing due to missing items & eBay choose not to even acknowledge that. Instead deny appeal with a response we understand that you received your item in a different condition from when you shipped it. Unfortunately we Weren’t able to grant your appeal Because we Couldn’t determine this was caused by the buyer

Send a COPY of the Shipping Label WEIGHT that YOU shipped with,
along w/ a COPY of the Shipping Label WEIGHT that BUYER shipped with,
stating, Buyer returned 1/4 of Order & thus ONLY entitled to 1/4 of Refund.
Send to any address you can find on eBay, Social Media, etc.
CC to Buyer.
Wait & tell us what happens.

Go to your purchase history and click return item and select, the item doesn't match the description as the reason.
The seller will have 3 days to accept the return and pay return shipping or refund without returning.
If they don't, return to the case on day 4 and ask Ebay to step in.
