Are buyers back to a reasonable time frame to return items? I have a return a buyer opened for a pair of jeans that they opened on July 6 and Ebay shows they have until July 20 to return. I am wondering if that's a real commitment date, or a suggestion. Are return times still affected by COVID 19?

Yes, not "back" to the previous 5 business days, but starting July 1, 2020, buyers rather have the the 10 business specified in the Spring policy to ship (get it in the mail) a return. The language has also been reworked: Instead of a "Return started" it's now a "Return requested" email.
When buyers are sent an eBay-generated return label, the return is closed if the label is not printed within 10 business days. If the buyer prints the label, we allow the return to remain open an additional 5 business days to ensure shipping scans are captured. When buyers are not sent an eBay-generated return label, we wait up to 35 business days before closing the return.
Unfortunately, the reworked "Thanks for shipping your return" email also says that sellers now have 2 days to refund after the return is delivered, instead of the previous 2 business days, or the pandemic-extended 5 business days.
